Union Budget 2017: Infrastructur

Arun Jaitley, Union Finance Minister, on 1 February 2017 presented the Union Budget 2017 in the Lok Sabha. In the independent India, this will be the third of the Modi Sarkar 

Ø The Budget 2017 serves as the 87th budget of Independent India.

Ø The Budget 2017, the third of the ModiSarkar, is the first budget after introduction of three key changes to the budget process, i.e., merging of the Railway Budget with the General Budget, doing away with the classification of plan and non plan expenditure and advancing the budget presentation date by one month.

Ø Union budget 2017 infrastructure setor Herein, we present the proposals put forward by the Finanace Minister to reform financial sector:

Ø Union Finance Minister Arun Jaitley announced a total allocation of Rs. 3,96,134 crore for the infrastructure sector for the year 2017-18. For transportation sector as a whole, including rail, roads, shipping, the Budget 2017 provides Rs. 241387 crores in 2017-18. 

Ø Road Sector: The Budget allocation for the sector has been stepped up for Highways from Rs. 57976 crores in BE 2016-17 to Rs. 64900 crores in 2017-18. Furthermore, 2000 kms of coastal connectivity roads have been identified for construction and development to facilitate better connectivity with ports and remote villages. The total length of roads, including those under Pradhan Mantri Gram Sadak Yojana (PMGSY), built from 2014-15 till the present year is about 140000 kilometeres. It is significantly higher than previous three years. 

Ø Civil Aviation infrastructure: The select airports in Tier 2 cities will be taken up for operation and maintenance in the PPP mode. The Airport Authority of India Act will be amended to enable effective monetization of land assets. The resources will be utilized for airport upgradation. 

Ø Railways: For 2017-18, the total capital and development expenditure on Railways has been pegged at Rs. 131000 crores. This includes Rs. 55000 crores provided by the Union Government.

Ø As per the Finance Minister, the Railways will focus on four major areas: passenger safety, capital and development works, cleanliness, and finance and accounting reforms.

Ø Railway lines of 3500 kms will be commissioned in 2017-18, as against 2800 kms in 2016-17.

Ø 500 stations will be made differently abled friendly by providing lifts and escalators.

Ø The Coach Mitra facility, a single window interface to register all coach related complaints and requirements, is also proposed to be introduced.

Ø Service charge on e-tickets booked through IRCTC has been withdrawn. Cashless reservations have gone up from 58 per cent to 68 per cent.

Ø A new Metro Rail Policy will be announced with focus on innovative models of implementation and financing, as well as standardization and indigenization of hardware and software.

Ø Telecom sector:The allocation for the BharatNet Projecthas been raised up to Rs.10000 crores in 2017-18. Also, 155000 kms of Optical Fiber Cableshave been laid. By the end of 2017-18, high speed broadband connectivity on optical fiber will be available in more than 150000 gram panchayats, with wifi hot spots and access to digital services at low tariffs. A DigiGaon initiative will be launched to provide tele-medicine, education and skills through digital technology.

Ø Energy sector:The Union Government decided to set up Strategic Crude Oil Reserves. In the first phase, 3 such Reserve facilities have been set up. It is proposed that caverns will be set up at 2 more locations, namely, Chandikhole in Odisha and Bikaner in Rajasthan, in the second phase. This will take the India's strategic reserve capacity to 15.33 MMT.

Ø The Finance Minister also proposed to create an integrated public sector oil major, which will be able to match the performance of international and domestic private sector oil and gas companies.

Ø Announcement for the second phase of Solar Park development was also proposed to be taken up for additional 20000 MW capacity.

Ø On the other hand, allocation for incentive schemes like M-SIPS and EDF have been exponentially increased to an all-time high of Rs. 745 crores in 2017-18. Further, a new and restructured Central scheme, namely, Trade Infrastructure for Export Scheme (TIES) will be launched in 2017-18 to focus on export infrastructure in a competitive world

Ø  An increased allocation of Rs 4814 crores has been proposed under the Deendayal Upadhyaya Gram Jyoti Yojana in 2017-18

Ø  The Finance Minister proposed to increase the allocations for Deendayal Antyodaya Yojana- National Rural Livelihood Mission to Rs 4500 crore in 2017-18. This has been done to promote skill development and livelihood opportunities for people in rural areas

Ø  The allocation for Prime Minister's Employment Generation Programme (PMEGP) and Credit Support Schemes has been increased more than 3 times

Ø  Sanitation coverage in rural India has gone up from 42 per cent in October 2014 to about 60 per cent and such villages are now being given priority for piped water supply

Ø  For imparting new skills to the people in the rural areas, mason training will be provided to 5 lakh persons by 2022, with an immediate target of training at least 20000 persons by 2017-18

The Pradhan Mantri Garib Kalyan Yojana

1. The Pradhan Mantri Garib Kalyan Yojana (PMGKY) notified along with other provisions of Taxation Laws (Second Amendment) Act, 2016 came into effect on 17 December 2016. It will remain open until March 31, 2017. PMGKY is Union Government’s second income disclosure scheme (IDS) to allow tax evaders to come clean with unaccounted wealth. It provides for 50 per cent tax and surcharge on declarations of unaccounted cash deposited in banks.
2. Vittiya Saksharata Abhiyan (VISAKA) was launched by the Union Ministry of Human Resource Development (HRD) to make people aware about the cashless economic system. It was launched by Union HRD minister Prakash Javadekar in New Delhi. It is campaign by Higher Educational institutions for digital economy.
3. Rajasthan Government has launched Annapurna Rasoi Scheme to provide quality meal at cheap price to poor and needy on lines with Tamil Nadu Government’s Amma canteens. The tagline for the scheme is: “Sabke liye bhojan, sabke liye sammaan (Food for all, respect for all)”.
4. Bihar Chief Minister Nitish Kumar launched Student credit card scheme for the students passing Class 12th exam on Oct 2, 2016. It will fecilaitate to get an interest free loan of Rs four lakh for pursuing higher studies.
5. Jharkhand became the first state in the country to implement Direct Benefit Transfer(DBT) in Kerosene. The scheme would be implemented in four identified districts of the state from 1st of October 2017. These districts are Chatra, Hazaribagh, Khunti and Jamtara.
6. Madhya Pradesh Chief Minister Shivraj Singh Chouhan decided to launch a scheme-‘Lalima Abhiyan’ to make Madhya Pradesh anaemia-free. It will be effective from November 1, 2016.
7. UP Chief Minister Akhilesh Yadav launched the portal of Samajwadi Smartphone Scheme under which smartphones will be distributed to people in the state ahead of Assembly election.
8. The 'Farm Tourism' scheme launched by Haryana Tourism Minister Rambilas Sharma to attract people to villages. Under this scheme, farm owners can host tourists under holiday packages.
9. Maharashtra government launched ‘Kaushalya Setu’, its skill development programme for students. The state will play a leading role in fulfilling PM Narendra Modi’s Skill India Mission-2020.
10. PM launched several schemes including ‘Urja Ganga’ gas pipeline project in Varanasi. Urja Ganga”, 1500 km long gas pipeline project which costing Rs 51,000 crore to provide piped cooking gas to residents of Varanasi within two years.
11.  The Ministry of Science and Technology has started two new initiatives namely Biotech-KISAN (Krishi Innovation Science Application Network)and Cattle Genomics. Under the scheme, fellowship will be given to women farmers for training and education in the farm practice.
12. The Union Cabinet chaired by PM Narendra Modi has given its approval to New Productivity Linked Reward(PLR) Scheme for all Major Port Trusts and Dock Labour Board employees/workers for the years 2015-16 to 2017-18.
13. Smart Ganga City Scheme in 10 cities – The scheme was launched by Union Minister for Water Resources, River Development and Ganga Rejuvenation Uma Bharti and Union Urban Development Minister M Venkaiah Naidu.  
Key points:   The scheme was launched in 10 ten important cities through video conference. These cities are – 1. Haridwar, 2. Rishikesh, 3. Mathura-Vrindavan, 4. Varanasi, 5. Kanpur, 6. Allahabad, 7. Lucknow, 8. Patna, 9. Sahibgunj, 10. Barrackpore. These cities were chosen as part of the Phase-I of the National Mission for Clean Ganga (NMCG) for infrastructure development for sewage treatment.
14. Odisha government has launched Madhubabu Aain Sahayata Sibir’ (MASS) scheme to provide legal assistance to deprived sections of the society at the grassroots level. The scheme has been named after great Odia lawyer Madhu Babu, who is considered as the first lawyer of Odisha.  

Key Features of Scheme   State government will provide free legal consultations to deprived sections of the society by setting up legal assistance cells in all 6,812 gram panchayats across the state.  
 Legal assistance will be given in shape of free legal aid in order to ensure that opportunities for securing justice are not denied to any citizen for economic and other reasons.
15. Swadesh Darshan scheme – The scheme was launched by Union Tourism Ministry with an aim to develop theme based tourist circuits in the country. Key points:
 The Union Government has approved 450 crore for the scheme.
 The scheme was launched in 5 states for the development of Heritage circuit in Madhya Pradesh and Uttarakhand, Ramayana Circuit in Uttar Pradesh, North East Circuit in Sikkim and Coastal Circuit of Tamil Nadu.
16. Biju Kanya Ratna Yojana (BKRY)  - The scheme was launched by the Odisha Government for the development of girls in three districts of the state which are - Ganjam, Dhenkanal and Angul. The objective the scheme is to improve Sex Ratio at Birth (SRB) and Child Sex Ratio (CSR) in the three districts.
17. National Apprenticeship Promotion Scheme (NAPS) – The scheme was announced by the union government which aims to providing apprenticeship training to over 50 lakh youngsters in order to create more jobs. 
Key points –  The Scheme has an outlay of 10,000 crore rupees with a target of 50 Lakh apprentices to be trained by 2019-20.
 Central Government will also directly share 25% of the total stipend (maximum of 1,500 rupees per month per apprentice) payable to an apprentice with employers.
18. Indian Railway launched Insurance scheme for passengers travelling on e- ticket – The scheme was launched by Union Railway Minister Suresh Prabhu in New Delhi.  
Key points –  Person booking a train ticket through the IRCTC website will be eligible for the travel insurance and it is optional.
  To avail the facility, train passengers have to pay 92 paisa premium. The insurance cover will not be applicable for children upto 5 years of age and foreign citizens.
 The facility will be available only for confirmed and RAC ticket passengers. The scheme offers travellers or nominees a compensation of 10 lakh Rupees in the event of death or total disabilty, 7.5 lakh Rupees for partial disability.
 Besides it will pay upto 2 lakh Rupees for hospitalisation expenses and 10,000 rupees for transportation of mortal remains from the place of a train accident.
19. E-Library ‘Sugamya Pustakalaya’ - The Union Government has launched Accessible E-Library ‘Sugamya Pustakalaya’ for Divyang under Prime Minister’s Sugamya Bharat Abhiyan. It was jointly launched by Union Ministers Ravi Shankar Prasad, Prakash Javadekar and Thawar Chand Gehlot at a fucntion in New Delhi. 
Key points- Sugamya Pustakalaya is an online library for Divyang and houses publications across diverse subjects and languages and multiple accessible formats.
 In this online library books will available in accessible formats for people with visual impairment and other print disabilities.
 It will house over 2 lakhs books in diverse languages. It will also integrate libraries across India and the Globe, including the largest international library Bookshare.
20. Mission Bhagiratha, safe drinking water scheme launched in Telangana – The scheme was launched by Prime Minsiter Narendra Modi. It was launched by state Government at Komatibanda Village, Gajwel in Medak District of Telangana. 
Key points – Mission Bhagiratha is a water grid project that aims to provide safe drinking water to all even to remotest places in Telangana.
 The objective of the scheme is to provide 100 litres of clean drinking water per person in rural households and 150 litres per person in urban households. Under it safe drinking water will be provided to about 25000 rural habitations and 67 urban habitations.

NEW DELHI: Mick Schumacher took a liking to the Buddh International Circuit (BIC) in Greater Noida on his very

 first outing here. After topping the timings in the practice session on Friday, Schumacher went on to win the 

opening race of Round Three of the 2016 MRF Challenge.

Mick, son of legendary F1 driver Michael Schumacher, won ahead of Felipe Drugovich and Harrison Newey. In 

race two, championship leader Joey Mawson extended his lead at the front with a convincing win in an action-

packed race. Estonian driver Ralf Aron finished second ahead of Mick, who fought back from 8th on the grid.

Federer defeats Nadal; wins Australian Open

Roger Federer defeated Rafael Nadal in the 2017 Australian Open men's singles finals to win his 18th Grand Slam title.
The Swiss won the match 6-4, 3-6, 6-1, 3-6, 6-3 in an epic finale.
It is the fifth time Federer has lifted the Australian Open Trophy and the first time he has beaten Nadal in the tournament.

The rivalry between Roger Federer and Rafael Nadal is considered as one of the greatest in the sport and very few would disagree to that.
The two performer world number one met first time in 2004 in the third round of Miami Masters.

  • Republic Day Parade on Rajpath witnessed tableaux from 17 States and six Ministries of the Central Government.
  • The tableaux showcased varied themes starting from country's rich cultural heritage and development
  • The tableaux also showcased nation's progress in key areas like IT, women, empowerment and environment protection.
  • A contingent of National Security Guard (NSG) participated in the Republic Day parade for the first time.
  • the NSG was formed in 1984 following the Operational Blue Star and assassination of Indira Gandhi.
  • A contingent of the UAE Presidential Guard also participated in the parade. The parade was led by a UAE band consisting of 35 musicians. They presented a ceremonial salute to President Mukherjee and the visiting dignitary Sheikh Mohammed bin Zayed Al Nahyan.
